Recently, the Ministry of Education officially announced the list of winners of the "Outstanding Scholarship (Teaching) for College Graduates' Grassroots Employment" for the 2023-2024 academic year. A total of 398 outstanding college graduates and 60 outstanding guidance teachers across the country have won the awards. Wang Ying, a graduate of Shenzhen University, won the "Outstanding Scholarship for College Graduates' Grassroots Employment" for the 2023-2024 academic year.
The "Outstanding Scholarship (Teaching) for College Graduates' Grassroots Employment" project aims to implement the spirit of the important reply letter from General Secretary Xi Jinping as well as the decision-making arrangements of the CPC Central Committee and the State Council on guiding and encouraging college graduates to take up jobs at the grassroots level. It is to reward ordinary college graduates who have gone to work or start businesses at the grassroots level and achieved outstanding achievements, as well as teachers who have performed excellently in guiding and serving college students to take jobs at the grassroots level in ordinary colleges and universities. This project is jointly guided by the Department of Student Affairs of the Ministry of Education (Department of College Graduates' Employment Service) and the Student Service and Quality Development Center of the Ministry of Education, funded by China Three Gorges Corporation, and established by the China Education Development Foundation.
Wang Ying,a graduate of the College of Life Sciences and Oceanography of Shenzhen University in 2017, currently serves as the deputy director of the Office of the CPC Medog County Committee and the director of the Archives Bureau. He/she once served as the deputy head of the Beibeng Township People's Government in Medog County, Tibet, and worked as the first secretary of the village work team in Badeng Village, Beibeng Township, Medog County. In October 2023, he/she won the title of "The Fourth Batch of Outstanding First Secretaries of Village (Community) Party Organizations in the Whole City" by the Organization Department of the CPC Linzhi Municipal Committee. In February 2024, he/she received the "commendation award" from the CPC Medog County Committee and the People's Government of Medog County.
Struggle represents the most resplendent hue of youth, while action serves as the most efficacious means for the young to refine themselves. Wang Ying, a graduate of Shenzhen University born in the post-95 era, wholeheartedly heeded the call of the nation and firmly planted roots in the frontier regions of the motherland. By taking concrete actions, he/she not only practiced but also carried forward the spirit of the school motto, namely "self-reliance, self-discipline, and self-improvement". Thrusting himself/herself deep into the rural areas and among the local households, with a focus on rural revitalization, he/she was dedicated to "conceiving strategies, exploring paths, gauging the public sentiment, and alleviating the people's hardships". Through deeds, he/she exemplified a sense of responsibility, expending every ounce of effort and pouring out sincere emotions to address the "pressing, knotty, and anxiously awaited" concerns of the masses. In this way, the flower of his/her youth blossomed radiantly on the southwestern borderland of the motherland.
”Youth should be in the form of struggle.“
Wang Ying graduated from the Biotechnology Department of the College of Life Sciences and Oceanography at Shenzhen University in 2017. After graduation, heeding the call of the Party and the country, he actively engaged in the frontier grassroots work. Inspired by the "Medog Spirit" of being willing to endure hardships, being good at patience, having the courage to fight, and daring to pioneer, he traveled with sincere dedication and full enthusiasm to Medog County, the last county in the country to be connected by road.
From Shenzhen to Medog, the significant environmental change did not make Wang Ying flinch. He has been deeply rooted in the grassroots for seven years, integrating the development of Medog and the future of local children with his own growth. He has fully carried forward the "Old Tibet Spirit" of being especially capable of enduring hardships, fighting, being patient, uniting, and making sacrifices, and has rapidly grown into an outstanding young cadre in the local area.
He has always been strict with himself, adhered to emphasizing Party spirit, moral conduct, and setting an example. He has made great efforts in grassroots forestry, education, trade unions, environmental protection, industries, and Party building at the branch level. During his village work from 2021 to 2023, he promoted the development of the village collective economy, comprehensively enhanced the capacity and level of branch construction, ate, lived, and worked with the villagers, sincerely did practical things for the people, actively strived to help the masses get rich, and left a favorable impression on the local people. From 2018 to 2020, Wang Ying was rated as an outstanding civil servant in Medog County for three consecutive years and was awarded the Third-Class Merit. He has fulfilled the original aspiration and mission of a Communist Party member with practical actions in his ordinary post.
”The affairs of the villagers are my affairs.“
In April 2021, Wang Ying, on his own initiative and with organizational approval, became the first secretary in Badeng Village, Beibeng Township. At the initial meeting, he declared, "I'm now a villager; their concerns are mine." True to his word, he spent over a year in action. Upon arrival, he visited every household, chatting with villagers in their yards and fields, including veteran Party members, farmers, and those in need. This hands-on approach helped him grasp the village's real situation, laying a solid foundation for his future work.
During casual conversations, Wang Ying grasped the needs of the villagers and committed himself to resolving their troubles. While visiting, he found that the most common problem was the long-standing issue of unpaid migrant workers' wages. To clarify this lingering problem, Wang Ying meticulously recorded the villagers' accounts, reviewed relevant materials from recent years, and consulted with the cadres of the Party committee and village committee one by one to understand the specific circumstances.
Wang Ying spent a week visiting over 30 households, filling a notebook with detailed records. He thoroughly studied a stack of materials and documents. Eventually, through field visits, coordination, and reporting to superior departments, he managed to recover 280,000 yuan in unpaid wages for the migrant workers by helping to claim the arrears and straightening out the payment procedures. His efforts were rewarded with rounds of applause at the villagers' representative assembly
“My task is to make it so that you no longer need me.“
As the saying goes, "A fast-running train depends on a powerful locomotive." After serving as the first secretary in the village, Wang Ying focused on the construction of the leading team and the education and management of the Party member team, providing an organizational guarantee for the economic, social stability and rural revitalization of the whole village. Wang Ying has a clear understanding and strict requirements of his responsibilities.
Wang Ying said, "Only with a strong team can the village develop vigorously. We are not only here to do the work, but more importantly, to help the village Party committee and village committee do the work better."
He deeply understands that the grassroots work is complex and of great responsibility. Only by vigorously strengthening the construction of grassroots Party organizations and building a strong grassroots Party member team can the in-depth integration and synchronization of grassroots Party building and rural revitalization be promoted, truly realizing a "team that never leaves."
During his stay in the village, Wang Ying led the village team to innovatively formulate measures such as weekly regular meetings, monthly summaries, and quarterly compilations by learning and drawing on the mature experience of the Party building work of the Three Gorges Corporation. He printed the record books for the Party branch's organizational life and the Party members' learning and education, and made every effort to promote the standardized construction of the Party branch. At the same time, according to the principle of "assigning people, positions and responsibilities", the division of labor of each village cadre was detailed, creating a fast track for villagers to handle affairs.
This series of efforts enabled the Party branch to mobilize the masses, and the masses placed their trust in Party members and cadres. In 2022, the Badeng Village Party Branch was awarded the "Top 100 Grassroots Party Building Demonstration Sites in Linzhi City."
“I won't leave until the people become prosperous.”
In August 2021, Badeng Village was relocated from the deep mountains to a new village beside the Paimo Highway. The village cadres racked their brains over the future development of the village. Wang Ying, together with the resident cadres, conducted in-depth investigations in each household, visited relevant functional departments, held village sentiment and public opinion meetings, and proposed to take the path of red tourism development. With the Party organization leading the establishment of a cooperative as the starting point, by deeply exploring the resources such as the humanities, landscapes, and special cuisines of the Monba ethnic group, implementing corporate operation, in the form of the village collective investment and the masses investing and becoming shareholders in the form of houses and manpower, and gradually repaying the principal after making a profit, farmhouse inns and homestays were opened.
During more than a year of staying in the village, Wang Ying, together with the village work team, compiled a long-term development plan for the village, strived for a series of projects such as the improvement and renovation of homestays, the construction of a tourist service center, and the breeding of Monba native chickens, led the masses to spontaneously plant hundreds of loquat trees, peach trees, and banana trees, created scenic spots such as "Good Luck Spring" and "Marriage Tree", and condensed spiritual forces such as "Badeng Red", "Badeng Power", and "Badeng Speed".
In 2022, the homestay income of the Maniweng Farmhouse Inn Professional Cooperative in Badeng Village exceeded 450,000 yuan, and in 2023, it has exceeded one million yuan. In Wang Ying's view, the prosperity of farmers and herdsmen is the real prosperity.
“The people have given us applause and trust, as well as expectations and responsibilities.”
Doing practical things for the people is the bounden duty of Party members and cadres. As the first secretary, he even takes serving the people as the "primary mission", thinking about what the people think, being anxious about what the people are anxious about, and solving the difficulties of the people.
The most precious photo of a 60-year-old man was damaged. He took it to the photo studio to repair it at his own expense and added a new photo frame. Seeing that many children in the village were still wearing summer shoes in winter, he contacted kind-hearted people in Guangdong to donate clothes, trousers and shoes to 27 children. When the villagers moved to the new village without household appliances, he went here and there, talked a lot and walked a lot to strive for pressure cookers, rice cookers, kettles, rice, cooking oil, flour and other materials for each household. When students had difficulties in paying for college, he quickly contacted caring enterprises to provide grants for each college student in Badeng Village...
To achieve greatness, one should pay attention to details. Wang Ying takes care of every detail and truly makes good deeds well and practical things practical, winning the unanimous praise of Party members and the masses.
Once a promise is made, nothing can stand in the way. In the seven years since he started working, he has kept the "greater national interests" in mind and put the spirit of the school motto of "self-reliance, self-discipline, and self-improvement" into practice with practical actions.
